The town of Cary has been in the spotlight since late November, when Town Manager Sean Stegall was put on administrative leave without any explanation from the town. Stegall resigned Dec. 13, 2025, amid reports of questionable spending. Here is ongoing coverage from The News & Observer.

Ever since Cary Town Manager Sean Stegall was placed on paid administrative leave Nov. 21, questions have continued to swirl about why.

Town leaders have not explained the decision publicly, citing state personnel laws.

Meanwhile, evidence of questionable spending has become public. For instance:

  • The town paid for a portion of a council member’s master’s degree tuition to Northwestern University without a public vote or the full council’s knowledge, The News & Observer revealed. The council member has since paid it back.
  • The N&O also revealed that Stegall submitted a lost-receipt form for $3,400 spent at a pricey hotel in Austin, Texas, for a professional conference for “multiple staff.” Documents show other staff members stayed at a different hotel. And a hotel bill obtained by The N&O shows that exact amount billed to his room.
