For the week of July 24, 2023, I talked with WUNC Capitol Bureau Chief Colin Campbell, a longtime legislative reporter who’s my former N&O colleague and current colleague in the press corps.
My first question for him, in the context of the simmering summer budget standoff between the House and Senate is, “Is this a big deal?”
I don’t mean is it a big deal that thousands of people haven’t gotten their raises yet — that’s obviously a big deal. I mean the precedent of the delay. Since I’ve covered the budget process since 2019, the budget norm has been that it’s either done quickly, like in the odd-year smaller budgets, or dragged out for months during a debate that becomes a standoff. Campbell’s been covering the General Assembly since a Republican was in the Executive Mansion, and gives listeners the rundown of bogged-down budget passage history.
And speaking of the mansion, we also talk about why there’s plastic surrounding the building this summer, and the new copper being installed on the Capitol dome.
