Sheriff's vehicles don't use headlights

Have they repealed the law requiring headlights when using windshield wipers? A lot of people seem to want to be invisible.

What I really don't understand is that Orange County Sheriff's Office cars don't use lights, nor do Chapel Hill Transit vehicles.
