Fairview Park will feature active and low-impact recreational facilities, including basketball courts, a softball field, volleyball court, horseshoes, picnic shelter, walking track, playground and hiking trails. The facilities were selected based on a survey of community needs and on residents' participation in developing the master plan.
The park will be located near the Hillsborough police substation, which already is used for community meetings. Fairview Park will be an easy walk for many Fairview residents and within easy biking distance from downtown Hillsborough. It also will help implement the Hillsborough Parks and Recreation Master Plan that was adopted in 2007.
The N.C. Parks and Recreation Authority awarded $500,000 from the N.C. Parks and Recreation Trust Fund for this project. The grant will be matched with county bond funds budgeted specifically for Fairview Park development. The estimated cost for completing Phase I construction is $1,213,500.
County and town commissioners have identified Fairview Park construction as a high priority. Phase I construction of the park will begin later this month, with completion projected for 2010.
Town accepting sidewalk bids
HILLSBOROUGH -- Hillsborough is accepting sealed bids for the construction of sidewalk along the Nash Street corridor and other intersecting streets in Hillsborough through 2 p.m. Nov. 19.
A public bid opening will take place at the Town Barn on the Town Hall campus, at 101 E. Orange St. A pre-bid conference will start at 9 a.m. Friday in the Town Barn.
The work would include construction of sidewalk along Nash Street, Revere and Faucette Mill roads and Eno, Allison, Calvin, Hayes and Union streets. The project also would include construction of curb and gutter, associated storm drainage, grading, erosion control, traffic control and pavement marking.
The town encourages the participation of small contractors, minority contractors, physically handicapped contractors, female contractors and historically underused businesses in the construction of this project. The contract requires disadvantaged business enterprise participation of 8 percent. This project will be funded partially with American Recovery and Reinvestment Act of 2009 funds and shall comply with the reporting requirements.

Town collecting loose leaves
HILLSBOROUGH -- The town of Hillsborough has begun collecting loose leaves.
The leaf vacuum truck will operate weekdays through Feb. 29, except on town-observed holidays. Leaf collection will follow the garbage collection schedule on a continuous cycle. Because of the high volume of leaves during this season, collection of leaves may take place a day or more after collection of garbage.
Residents may place loose leaves within 4 feet of the curb for collection. No work order is required.
Leaf piles should be free of limbs and debris, which may clog the truck's vacuum.
Leaf piles also should not cover water meters, block sidewalks or fire hydrants or interfere with traffic or water drainage. They should not be placed in streets, especially streets with curbs and gutters because of storm drains.
Residents still may use biodegradable bags for collection. However, households are limited to collection of 10 bags per week.

Gingerbread contest planned
HILLSBOROUGH -- The 2009 Hillsborough Gingerbread House Competition is open to anyone who wishes to participate for prizes in three categories (adult professional, adult amateur and youth ages 5 to 15). Prizes include cash, tickets to the 23rd annual Historic Hillsborough Candlelight Tour on Dec. 6, gift cards and riding in the Hillsborough Christmas Parade on Dec. 5.
The entries will be judged in four categories (overall appearance, originality/creativity, difficulty and precision.)
