Millie was born on April 22, 1930, in McGehee, Arkansas, as the third of four children of Virgil and Mabel Biggs. She attended the McGehee schools and was valedictorian of her high school senior class in 1949, as were her two sisters, Ruby Lee (Mrs. Bernard Hausherr) and Myrtle (Mrs. Joe Clayton) for their senior classes. She then attended the University of Kansas, but left KU to marry her high school sweetheart, Charles Baker (a newly-minted Army lieutenant), in 1952. She resumed college studies in 1962, attending courses at California colleges and later enrolling at the University of North Carolina. She was a Phi Beta Kappa graduate of UNC in 1972, with a major in botany, and received a Masters degree in Biological Science from the University of Texas (Austin) in 1983. Principally a homemaker, she was also for 15 years V.P. and Treasurer of Carolinian Systems Research Corp., a small firm founded by her husband in 1989 to carry out advanced research for U.S. Navy applications.

Millie loved the study and culture of flowering plants, and served for several years in the 1970's as a tour guide for the North Carolina Botanical Garden. She also loved to travel, and took many overseas trips with her husband, including 2.5 years residence in France and Switzerland. Above all, she loved her family. She was predeceased by her sister Ruby Lee in 1990 and brother Howard (a World War II combat casualty) in 1944. In addition to those mentioned above, she is survived by her two brothers-in-law, five nieces and a nephew, two grand-nieces and five grand-nephews.
