Information for uninsured individuals/families below age 65:

-- There will be new health insurance options available for U.S. citizens and legal immigrants as early as January 1, 2014.  People without access to affordable employer insurance (where premiums are more than 9.5 percent  of annual household income) may also qualify

-- Open enrollment started October 1st and will run through March 31, 2014

-- Individuals will not be denied coverage through the Marketplace or charged a higher rate because of pre-existing conditions.

-- Many individuals will be eligible for financial assistance with premiums (if income is between 100-400 percent  of federal poverty level) and co-pays, deductibles, and coinsurance (if income is between 100-250 percent  of federal poverty level)

-- Every Marketplace plan will cover “essential health benefits,” such as prescription drugs, emergency services, outpatient services, preventive and wellness services, maternity and newborn care, laboratory services, and many more

-- Individuals will be able to make apples-to-apples comparisons of plans that are grouped in metal groups (bronze, silver, gold, and platinum) where the premiums for bronze level plans are cheapest and the premiums for platinum plans are most expensive with lower out-of-pocket costs.  Catastrophic plans will also be available for individuals below age 30 or for those individuals who are exempt from the requirement to have health insurance because premiums for all insurance plans exceed 8 percent  of their annual household income

-- Local assistance with “navigators” and/or certified application counselors will be available at Lincoln Community Health Center, El Centro Hispano, Department of Social Services, Project Access of Durham County, Legal Aid of North Carolina, MDC/The Benefit Bank, and Alcohol/Drug Council of North Carolina.
