Orange names new EMS chief

The Orange County Manager’s Office announced that Jim Groves has been named the county’s new director of emergency services to replace Frank Montes de Oca, who is retiring in January.

Groves, a Chapel Hill resident, will begin working on Jan. 22.
As the Director of Emergency Services, Groves will lead a departmental staff of 119 and will direct the emergency medical, telecommunications, fire marshal’s office and emergency management activities; as well as coordinating with local, state and federal agencies, during large scale emergencies and catastrophic events.

He will also be tasked with prioritizing and implementing the Emergency Medical Services/Telecommunications Strategic Plan recently approved by the Orange County Commissioners.

“I am excited about working in this new capacity and partnering with the agencies and organizations within Orange County as well as with our residents. My primary goal is to foster a whole community environment by developing and providing innovative and quality services in the most effective and efficient manner, relying on the county’s strategic plan as a roadmap,” Groves said in a press statement.

“The county is excited to welcome Jim to the team,” said County Manager Frank Clifton. “More than 100 people applied for the position. Jim brings many years of boots-on-the-ground experience, along with a connection and true understanding of the community, which will be an added benefit for our residents.”

Since October 2006, Groves has been a senior manager with ICF International in Durham, which specializes in advising federal, state and local governments in emergency service response programs inclusive of emergency communication, resource coordination, and inter-agency collaboration during significant emergency situations and events.

Prior to working with ICF, Groves served as emergency services director in Lee County. He also served as a member of Durham County’s Parkwood Volunteer Fire Department for 20 years, achieving the rank of assistant chief.
