State official supports town’s proposed ban
A proposed ban on motorists’ use of cellphones is getting a lot of attention beyond town limits, and in high places. Last week, Deborah A. P. Hersman, chairwoman of the National Transportation Safety Board (NTSB), wrote Councilwoman Penny Rich a letter in support of the Town Council’s efforts to enact a cellphone ban on Chapel Hill roads, calling the town a “catalyst for this important change.”

Town expects fewer federal dollars for affordable housing
Another round of federal belt-tightening will mean fewer dollars flowing into town from the Community Development Block Grant Program for fiscal year 2012-13. Town officials said this week that the town’s annual grant from the U.S. Department of Housing and Urban Development (HUD) has been slashed 22 percent over the previous year’s allocation.

Town of Chapel Hill crews have installed along downtown Franklin Street 13 new recycling containers to collect conveniently cans and bottles that previously were mostly thrown in the trash. Another four recycling containers have been placed in Southern Village’s central business area. Orange County’s Solid Waste Department Recycling Division will collect the recycled materials under contract to the Town.

Rich files for County Commissioners seat
The surprises in Orange County politics continued this week when City Councilwoman Penny Rich filed for election to a seat on the Orange County Commissioners. Rich, 52, was elected to the Town Council in 2009. Her term ends in 2013, so she will not forfeit her council seat if not elected to the county board.
